Israel rejected God as King. Instead of a theocracy, they wanted to be like the nations around them and have an earthly king. Samuel warned them, but they refused to obey (1 Samuel 8:10–18). God told Samuel, “They have not rejected you, but they have rejected Me, that I should not reign over them” (8:7).
